The following are financial aid programs available to students who are residents of the state of Michigan.
Adult Part-Time Grant
The Adult Part-Time Grant is intended for financially needy, independent undergraduates who have been out of high school for at least two years. Eligible students must enroll at a participating public or independent degree-granting Michigan college or university on a part-time basis. The maximum grant is $600 per year for not more than two years of study.
Eligibility Criteria:
-Enrolled part-time (3-11 hours) in eligible undergraduate program
-Financial need
-Independent status based on federal guidelines
-Michigan residence
-Not incarcerated
-Not be in default on an educational loan
-Satisfactory Academic Progress
-U.S. citizenship or permanent residence
Application:
The college awards the funds. Qualifying students apply for this need-based aid by filing a Free Application for Federal Student Aid (FAFSA). The college's financial aid award letter is the means by which students are notified regarding eligibility.
When funds are insufficient to meet the needs of all eligible applicants, the college will target available funds to students with the greatest financial need.
Award Amount:
Up to $600 per academic year.
Michigan Competitive Scholarship
The Michigan Competitive Scholarship is based on both financial need and merit and is available for use at Michigan public and private postsecondary colleges. Students must take the ACT Assessment (ACT)® before entering college and receive a qualifying test score. (Students may take the ACT after leaving high school if they have not had any college experience). Awards are restricted to tuition and fees.
Eligibility Criteria:
In addition to specific program requirements, applicants must meet the following general eligibility conditions:
-Demonstrate financial need
-Receive a qualifying ACT score
-Have a high school diploma or GED certificate
-Be a Michigan resident since July 1 of the previous calendar year
-Be a U.S. citizen or permanent resident
-Attend an approved public or independent Michigan college or university
-Enroll at least half-time
-Maintain minimum 2.00 grade point average
-Meet college's satisfactory academic progress policy
-Not have a bachelor's degree
-Not be pursuing a degree in theology, divinity or religious education
-Not be in default on an educational loan
-Not be incarcerated
Application:
File a Free Application for Federal Student Aid (FAFSA). Priority will be given to students who apply by February 21 (freshman) or March 21 (upperclassmen).
The Competitive Scholarship is renewable (file a Renewal FAFSA every year) and is limited to:
-Ten years following high school graduation or the student's selection as a semifinalist, if this occurs after high school graduation; or
-Completion of the student's undergraduate degree; or receipt of ten semesters or fifteen terms of undergraduate financial assistance.
Award Amount:
Awards are restricted to tuition and mandatory fees. Award maximums are established annually.
Michigan Educational Opportunity Grant
The Michigan Educational Opportunity Grant is available for needy undergraduate students who enroll on at least a half-time basis at a Michigan public community college or university. The grant provides up to $1,000 per academic year.Eligibility Criteria

- Not incarcerated
- Not in default on an educational loan
- Satisfactory Academic Progress
- U.S. citizen or permanent residence

Michigan Engineering Incentive
Considering a career in engineering or another high-tech field? Then you need to know about the Michigan Engineering Incentive.The Michigan Engineering Incentive is a unique program designed to encourage more students to consider study and careers in the engineering and technology fields by offering a zero percent 0% interest rate and either payment or reimbursement of the federal loan origination fee.
The Michigan Engineering Incentive is for students receiving Federal Family Education Loan Program (FFELP) Federal Stafford Loans and is exclusively for students who:
- Are pursuing engineering or technology majors, and
- Intend to live and work in Michigan.
MICHIGAN ENGINEERING INCENTIVE BENEFITS
- Zero Percent (0%) Interest Rate - The interest rate on your Federal Stafford Loan will be reduced to 0% at the start of repayment and will continue at 0% as long as you meet the continuing eligibility requirements.
- Reimbursement of the Federal Loan Origination Fee - The federal loan origination fee will either be paid on your behalf by your lender or your loan will be credited with an amount equal to the origination fee after it has been fully disbursed.
CONTINUING ELIGIBILITY
Once you have begun repayment of your loan, you must:
- Live and work in Michigan, and
- Keep your loan current throughout repayment by making monthly payments. If eligible, deferment and/or forbearance may also be used.
QUALIFICATIONS
- You are either a Michigan resident attending school anywhere in the United States or a non-Michigan resident attending a Michigan school.
- You must be enrolled in an approved engineering or technology major at a participating FFELP school.
- Your must receive a Federal Stafford Loan for your junior (third-year undergraduate), senior (fourth-year undergraduate), or fifth-year undergraduate school years.
- You have obtained your Federal Stafford Loan from MHESLA or any of the Michigan lenders that have agreed to sell this loan to MHESLA. Eligible loans are Federal Stafford Loans first disbursed on or after August 1, 2005.
MICHIGAN ENGINEERING INCENTIVE SAVINGS
Your savings depend on the amount of eligible Federal Stafford Loans you have and the length of repayment. The following examples identify the approximate savings available through the Michigan Engineering Incentive.
The examples use the 6.8% Federal Stafford Loan interest rate, and a ten-year repayment period.

HOW TO PARTICIPATE
You must complete and return a Michigan Engineering Incentive Participation Request, Form 4295 at the time you accept the financial aid award package from your school. This form must be received at the address provided on the form no later than the last day of the loan period.
PARTICIPATING LENDERS
Obtain a list of the participating lenders that sell loans to MHESLA. As part of the eligibility requirements, you must obtain your loan from MHESLA or one of these lenders. Please consult with your school's Financial Aid Office prior to selecting a lender to ensure they participate with your school.
FEDERAL CONSOLIDATION LOANS
Federal Consolidation Loans do not qualify for the Michigan Engineering Incentive. Therefore, if you consolidate loans in the Michigan Engineering Incentive program, you lose the 0% interest benefit. Please be aware that the current statutory interest rate, and not the 0% interest rate, will be used to calculate the Federal Consolidation Loan interest rate.
SUCCESSFUL REPAYMENT
If you run into financial difficulties while paying back your student loans, the worst thing you can do is miss payments or habitually be late in making them. There are several repayment options including deferments and forbearance that borrowers should not miss out on.

Michigan Nursing Scholarship
The Michigan Nursing Scholarship is a non-need based award available to Michigan residents enrolled at least half time at an eligible institution in a program leading to a Licensed Practical Nurse (LPN) certification, Associate Degree in Nursing (ADN), Bachelor of Science in Nursing (BSN), or Masters of Science in Nursing (MSN). Students will be selected for scholarship awards by their college or university financial aid office. Scholarship awards are $4,000 per academic year for full-time students, but cannot exceed the cost of attendance minus other grants and scholarships. Students receiving a full-time scholarship award have to agree to work as a direct patient care nurse in an eligible Michigan facility, or as a teacher of nursing at an eligible Michigan postsecondary institution, one year for each year of assistance. Failure to fulfill the work commitment will result in the scholarship becoming a loan that must be repaid.Program Limits
Awards are $4,000 for full-time students, $3,000 for three-quarter time students, or $2,000 for half-time students. Students can receive scholarship assistance for up to four academic years.
Eligibility
Agree to gain nursing licensure and eligible direct care nursing employment or employment as a teacher of nursing at an eligible postsecondary institution, in Michigan within one year of completing academic program.
Agree to repay the scholarship if the work requirement or other program provisions are not met.
Enroll at least half time in a nursing program at an approved public or independent, degree-granting, Michigan postsecondary institution.
Be a legal Michigan resident for one year prior to the beginning of nursing program enrollment.
Be a U.S. citizen or permanent resident
Not have been convicted of a felony involving an assault, physical injury, or death.
For renewal, meet institution’s satisfactory academic progress (SAP) policy.
Meet any other program requirements.

Michigan Promise Scholarship
Public Act 479 of 2006 signed into law by Governor Granholm on December 21, 2006, provides up to $4,000 to high school graduates for successfully completing two years of postsecondary education beginning with the high school graduating class of 2007.Important Information
- Retesting Requirements: To be eligible to receive funds in the Michigan Promise Scholarship program, you must retake the entire MME and show valid test results for all program components. Students are allowed only one retest. The fall retest cycle began October 27, 2007. The spring retest cycle begins March 11, 2008 and information on registration will be available soon. Michigan Tuition Grant
This award is based on financial need for use at independent, non-profit degree-granting colleges and universities in Michigan. Awards are restricted to tuition and fees. Application for the Michigan Tuition Grant is made by filing the Free Application for Federal Student Aid (FAFSA).
Eligibility:
In addition to specific program requirements, applicants must meet the following general eligibility conditions:

-Be a Michigan resident since July 1 of the previous calendar year
-Be a U.S. citizen, permanent resident, or an approved refugee
-Attend an approved independent Michigan college or university
-Enroll at least half time
-Maintain college's satisfactory academic progress standard
-Not be pursuing a degree in theology, divinity or religious education
-Not be in default on an educational loan
-Not be incarcerated
Application:
File a Free Application for Federal Student Aid (FAFSA). Priority will be given to students who apply before September 1. The Tuition Grant is renewable (file a Renewal FAFSA every year). Undergraduate recipients may receive up to ten semesters or fifteen terms of assistance.
Graduate level students may receive up to six semesters or nine terms of assistance. Graduate level dental school students may receive up to eight semesters or twelve terms of assistance.
Award Amount:
Up to $2,100 per academic year.
Michigan Work-Study Graduate Program
The Michigan Work-Study Graduate Program provides work opportunities to help needy graduate or professional students pay educational expenses. Qualifying students must enroll at a participating public or independent degree-granting Michigan college or university on at least a half-time basis.Michigan Work-Study jobs are usually on-campus, but many colleges have agreements with off-campus employers. Award amount varies, based in part upon need, wage and hours worked. The rate of pay will be at least the current Federal minimum wage.
Eligibility Criteria
- Enrolled at least half-time in eligible graduate program
- Financial need
- Michigan residence
- Not incarcerated
- Not in default on an educational loan
- Satisfactory Academic Progress
- U.S. citizenship or permanent residence
Application
The college awards the funds. Students apply for this need-based aid by filing a Free Application for Federal Student Aid (FAFSA). Students should also check with the college financial aid office to see if any additional forms are required in addition to the financial statement.

Michigan Work-Study Undergraduate Program

Tuition Incentive Program
This is a high school completion program that offers to pay for the first two years of college and beyond for identified students who graduate from high school or complete their GED before age 20. It assists students in two phases:
Phase I - Phase I will pay tuition and mandatory fees for up to 80 semester or 120 term credits leading to an associate's degree or certificate.
Phase II - Phase II will pay tuition and mandatory fees not to exceed $250 per semester for credits earned in a four-year program at a Michigan degree-granting college or university. Coursework for Phase II must be completed within 30 months of completion of Phase I requirements.
Eligibility:
To meet the financial eligibility requirement, a student must have (or have had) Medicaid coverage for 24 months within a 36 consecutive month period as identified by the Family Independence Agency (FIA). This can happen as early as the sixth grade. The Michigan Department of Treasury will send an application form to the home of each of these identified students. The student must complete the application form and return it to Treasury before their 20th birthday to activate the financial eligibility for the program. Only then will the student receive a "confirmation letter." To receive Phase I benefits, the student must further demonstrate to the participating college:
Evidence of eligibility, i.e., submit a copy of the confirmation letter to the financial aid office of the college High school graduation (or GED completion) prior to age 20 U.S. citizenship or eligible non-citizen status, or designated "refugee", "asylum granted", "humanitarian parole", "indefinite parole", or "Cuban-Haitian entrant" status Michigan residence as determined by institutional criteria Initiation of benefits for enrollment at a participating college within four years of high school graduation or GED completion At least half-time enrollment in a program other than theology or divinity earning less than 80 semester or 120 term credits. Satisfactory academic progress according to institutional policy
To receive Phase II benefits, the student must demonstrate the eligibility criteria for Phase I and have one of the following:
56 transferable semester or 84 transferable term credits An associate's degree or certificate
Children of Veterans Tuition Grant
The Children of Veterans Tuition Grant is designed to provide undergraduate tuition assistance to certain children older than 16 and less than 26 years of age who have been Michigan residents for the 12 months prior to application. To be eligible a student must be the natural or adopted child of a Michigan veteran. The veteran must have been a legal resident of Michigan immediately before entering military service and did not later reside outside of Michigan for more than two years; or the veteran must have established legal residency in Michigan after entering military service.Application

Program Limits
Students may receive scholarship assistance for up to four academic years and a total of up to $11,200. Awards are for an academic year with the amount determined by the student’s enrollment status. Full-time students can receive up to a maximum or $2,800 per academic year, three-quarter time students up to $2,100, and half-time students up to $1,400, or an amount equal to all of the student’s eligible tuition in that academic year, whichever is less.
Eligibility
Veteran must:
Have been killed in action or died from another cause while serving in a war or war condition in which the United States of America was or is participating; or
Have died or become totally and permanently disabled as a result of a service-connected illness or injury as determined by the U.S. Department of Veterans Affairs; or,
Have been totally and permanently disabled as a result of a service connected illness or injury prior to death and has now died; or,
Be listed as MIA (Missing In Action) in a foreign country as determined by the U.S. government.
Student must:
Enroll at least half time at a Michigan community college, public university or non-profit independent, degree-granting college or university.
Be a Michigan resident for one year prior to a program application
Be a U.S. citizen or permanent resident
Not have been convicted of a felony involving an assault, physical injury or death
Maintain a cumulative grade point average of 2.25
