| Contestants must be high school students in California who prepare an original speech, 7 to 9 minutes in length, on any subject related to past or present history, geography, or cultural development of California. Current or recent sociological, political, or economic issues of a sensitive nature may not be used as contest subjects. Negative or overly dramatic theatrics to dramatize a speech are not permitted and will subject the student to disqualification at the initial level. Judges rate speackers on the basis of organizations of speech, content, and style and delivery. Competitions are held in districts, with winners there advancing to the appropriate area contest; the five area winners then compete in the state contest. | |
