| Recipients shall be incoming freshmen attending the University on a full-time basis who graduated from a high school in one of the counties and cities which made up the 1st Congressional District of Virginia during Congressman Donwning’s term, namely the counties of Accomack, King George, Westmoreland, Richmond, Lancaster, Northumberland, Essex, King and Queen, King William, New Kent, Charles City, Northampton, Mathews, Middlesex, Gloucester, James City, and York, and the cities of Hampton, Newport News, Virginia Beach, and Williamsburg. | |
